Headline price vs all-in cost
Georgia is often quoted between $40,000 and $65,000 all-in. Colombia clusters between $50,000 and $80,000. The gap is rarely the agency fee — it is insurance, legal and the number of cycles needed.
Where Georgia is cheaper
Lower surrogate compensation and a streamlined birth-certificate process that names the intended parents directly. That shortens the exit-documents stage considerably and cuts weeks of legal fees.
Where Colombia can win
Colombia permits single parents and same-sex couples on the same terms, and recent case law has reinforced parentage for foreign intended parents. For some family structures, Georgia is not available at all.
The documents both require
Passports, a marriage or single-status affidavit, criminal records, medical reports, the gestational carrier agreement and a funded escrow account.
The exit difference
Georgia generally issues the birth certificate with the intended parents' names. Colombia may require a court process before parentage is recognised for travel. Budget the extra weeks either way.
